Here is my thought about this ability Chell decided to use.
I remember reading something from Valve about this(I could be wrong but I like the idea of it) I figure she can talk, but doesn't because she is angry, stubborn and trying to figure things out while she was in Aperture Science.
But now that she is out of AS, maybe that would change. 0-0
Hopefully it doesn't backfire on her later. :]
